Creator of “Information Month” Expo which was held annually for 20 years before transferring the sponsoring. - Published the first computer magazine: “Information and Computer”in Taiwan.
- Established the first research institute that focuses on Taiwan ICT industry and market intelligence analysis – Market Intelligence Center (MIC).
- Established the first research institute for high-tech and law in Taiwan– Science and Technology Law Center.
- Developed the first UNIX (CHINIX) System and standard configuration for Chinese Workstation.
- Developed Air Traffic Control Automation System (ATCAS), which is the first system globally that passed International Air Transport Association (IATA) certificate without Y2K problem.
- Promoted computerization of Banking services and established Taiwan’s first automatic banking system.
- Passed CMMI (Capability Maturity Model Integration) Level 2 Assessments by the Information System Laboratory of III - the first institute in Taiwan to obtain the CMMI International Certificate.
- Obtained CMMI Level 3 Certificate, the first in Taiwan.
- Established the first Digital Opportunity Center in Taiwan at Chong-Liao Town, Nantou County.
- Introduced ISMS Information Security Management System and became the first organization in Taiwan to pass BS7799 International Standard Certificate.

Assisted the National Archive Bureau of Research, Development and Evaluation Commission of Executive Yuan, becoming the first government institute to pass the BS7799 Information Security Certificate. - Contributed to the live-fish food supply chain innovation services which demonstrated the cross domain integration of traditional industries in the southern region and created live-fish consumer market.
- Became the first organization in Asia certified by the ZigBee Compliant Platform (ZCP) verification test and established the international advanced R&D institute led by ZigBee technology development.
- Contributed to AFACT Conference and EWG Conference, the largest task force of UN/CEFACT, held first time in Taipei, Taiwan.
- Established the first “Living Lab” in Asia which was induced from the most advanced Innovation Services of Experimental Design from Europe.
- Assisted the execution of Asia Pacific Digital Opportunity Center (ADOC) Project. The accomplishment was recognized and announced in the agenda of APEC Trade Ministers Meeting, and mentioned at 20th Annual Meeting to honor the contribution of Taiwan.
- Founded the first ISP (Internet Service Provider) company in Taiwan – Digital United Inc.
- Completed the new generation standard learning platform SCORM 1.2 API Adapter which became the first organization in Taiwan to pass the SCORM conformance test suite 12.2RTE, the highest test unit level.
- Developed SCORM 2004 Platform Model, and passed ADL (Advanced Distributed Learning) Certificate which is the first organization to be certified in the Asian region.
- Developed Java technology which was well adopted by 77% of cell phone vendors, and obtained highly praised among 200 similar models for efficiency evaluation.
- Elected as Co-chairman by IEEE 802.16m Conference, a position to assess the next generation’s WiMAX technology standard.
- Voted as one of the top 50 accomplishments in the past 50 years by the National Science Council - the development of “L2/L3 Ethernet Switch Key Technology”.
- Obtained top Chairman’s Award among WITSA 2010 Global ICT Excellence Awards in recognition of its distinguished achievement in the promotion of an e-Society. This recognition is the efforts of III and also an honor for the entire Taiwan.
