In facing the digital education today, the existing traditional training and learning service is no longer satisfaction to educational demand nowadays, and at the same time the task of overseas Chinese language e-Learning promotion cannot be delayed further.  In order to increasing the competitiveness of overseas Chinese language teaching capability and quality, Digital Education Institute of III has provided assistance executing “Overseas Chinese Language e-Learning Center Promotional Service Project” for Overseas Compatriot Affairs Commission, R.O.C. (OCAC) since 2008.  And, by providing OCIC implementing Chinese language e-Learning project, III achievedresult of overwhelming success in the following consecutive years.  In 2011, In United States, four different location sites launched online synchronized language course services; it was initiated by Ms. Heng-Liang Chen of San Francisco Bay Area Overseas Language Demo Center, and follow suit by Mr. Tung-Hai Cheng at Los Angeles demo center, Mr. Chi-Hwa Chung at Boston demo center, and Ms. Chuan-Hsi Chang at Seattle Legacy Multi Culture & Education Service demo center.  Such chain action has broken the individual independent e-Learning model in the past that a total of 10 courses are offered in consolidation.  The new e-Learning is taking turn by invitation, using cultures as topic, shared by the experienced private and public school teachers in the local demo center.  The excellent program has attracted nearly over thousand teachers globally in participation.  This year (2012), with addition of Chicago Overseas Chinese Education Center and Houston Demo Center joining the service program which held by six location sites together in networking online to create a Chinese language online coalition new territory in United States of America!

Digital Education Institute of III indicates that the main scheme of newly elected 6 location sites online course is focus on “One United Voice”, and in the future it will fully operate with online platform functionality, combining with most updated e-Learning trend, inducing duly information from American Council on the Teaching of Foreign Languages (ACTFL), allowing Overseas Chinese language School on track to connect with the main stream; with the addition and support of resource assistance from e-Learning Huayu of Taiwan, a sharing network of USA Online Chinese Language e-Learning will be completed.  III is continuing the roll of guidance and assistance for Overseas Compatriot Affairs Commission, R.O.C. (OCAC) marches toward the accessible objective of e-Learning in Chinese Language jointly.    

Using method of Online Seminar with OCAC at Synchronized e-Learning Platform every month, Digital Education Institute of III invites academic, expert, and overseas teacher of excellent background with experience to offer lecture on course of e-Learning and e-Instruction; for example, invitee in 2010 includes, Professor Nien-Hsing Chen of National Sun Yet-Sen University on “The teaching model and practice of Synchronized Network Classroom”, Ms. Heng-Liang Chen of San Francisco Bay Area Overseas Education Center on “Online Teaching Design and Leading Strategy”, Mr. Tien-Hao Hsiung of Institute of Chinese Culture (ICC) from Houston Texas on “The sharing of e-Learning Model & Platform”, Mr. Chi-Hwa Chuang of Boston Overseas Chinese Academy on “Sharing of Boston Region Digital Chinese Language Education Promotion Experience - Objective & e-Learning Model” etc; other than that, III has established Online Education Service Team, consolidates platform technical personnel to assist overseas Chinese language teacher to be familiar with operation of e-Learning platform, and incubates several hundred overseas teachers in e-Learning and improving advanced computerized teaching capability.

At the project of promoting Chinese language e-Learning, OCAC started from 2010 consecutively utilized online synchronized teaching and learning platform, and the website of “e-Learning Huayu of Taiwan – global online course section”.  It provides fast and convenient training channel and course for overseas Chinese language e-Learning center according to individual instructor’s need and demand.  In differentiate to actual school course offering, such e-Learning platform allows overseas instructors to leap across the limitation of different time zone and land distance.  The language instructor does not fatigue from making long distance travel, and by merely sit in front of a PC to participate online instructor training course with luxury of comforting and relaxation.  Through experience sharing in the training course, the instructor also expands their field of vision, plus a chance to view and emulate the status of Chinese language learning popularity in different region and the teaching model of different instructor.  It is also very important and beneficial to elevate the competitiveness of instructor as well as center itself and increase the quality of learning environment over all.
