Minister of Ministry of Economic Affairs Chih-Kung Lee indicated that currently, our government arduously promotes "5+2 Industrial Innovation Project". Only by constructing a platform integrating software and hardware and forging a network across various organizations and different domains, the desire to drive industrial innovation and economic development could become possible. ITRI and III set up an excellent paradigm demonstrating the benefits resulted from the collaboration between two organizations such as ITRI and III. The two organizations started out on software and hardware integration and developed complementary advantages. A model like this not only could infuse innovative energy into the industry but also could establish a solid foundation to increase national competitiveness. Mr. Lee further expects that in the future, there will be more cross-domain collaboration successful cases to inspire more organizations working with each other. The kind of collaboration could create new value for the industries and therefore could transform productivity into national competitiveness on which our country's economic development is based.
Jonq-Min Liu, President of ITRI and also CEO of III, indicated that technology innovation is the main driving force of economic growth as well as the key to industrial transformation and upgrading. While the globe enters an era of systems from traditional ICT industries, new technologies such as IoT and blocking chain raise the bar of innovative services. Previously, III had a lot of experience in system integration. If the government sets the goal to establish intelligent systems, combining III's experience with ITRI's deepened technologies would be able to create greater value and speed up the process of resource integration so as to develop large projects related to the topics such as information security, 5G communication system, and artificial intelligence.
When the industries in Taiwan face various problems associated with software and hardware integration, the advantages and responsibilities of these organizations such as ITRI and III are to conduct experimental try-out before the formation of policies. One of the responsibilities of the cooperation between ITRI and III is to come up with a cooperation mechanism as well as a collaboration approach. The direction that ITRI and III are working collectively towards to is that, by integrating software and hardware, the kind of globe-accepted services taken shape from the value added process could be presented to the world.
For the past year, ITRI and III conducted a series of cooperation covering various fields at the deepest level to generate synthesized effect. Not only do they utilize Open Innovation System Platform (OISP) to expedite cross organization cooperation, but also speed up the process from technology research and development to industrialization by putting together missing pieces within the value chain puzzle. Also, the two organizations are ready to mutually establish a platform for innovation and venture resource integration so as to cultivate an environment which is beneficial for the growth of the participating firms in the domain of digital economy innovation.
Currently, these two units have scheduled to raise "Digital Economy Fund" to invest in domestic startup and enterprise innovation teams in the field of digital economy. Furthermore, by establishing a training center to cultivate industry intelligence talents, the two organizations mutually not only raise talented personnel required by the market but also increase the number of cultivated talents for the future. Additionally, they combine the resources of two think tanks to come up with technology policies together and facilitate advanced level discussions on leading topics to provide recommendations and feed backs to the policies.
Another goal presented by the two organizations is to create a cross domain innovation center in eastern Taiwan. Following the strategy that promotes the duo development of both Hua-Lien and Tai-Tung and combines domestic distinctive industries, these two organizations try all means to boost local industries and stimulate the economy of remote counties. In addition to the previously mentioned items, two units continuously strengthen the collaboration in the fields such as research and development, talent cultivation, think tank establishment, industrialization, and the cooperation with domestic industries. They also build up the mechanism for talent co-hiring in order to increase the research ability of both ITRI and III. Through the cross domain and cross industry approach, they could provide valuable Digital Solution and contribute tremendously to the industry.
Advantech President Ke-Chen Liu pointed out that the technologies such as IoT, Cloud Service, Big Data will lead to dramatic revolutions in traditional industries so that there is a colossal opportunity for Cloud Service system integration companies focusing on the application in related vertical industries. Currently, the first step for Advantech to enter the IoT era has been made whether it is the IoT PaaS platform constructed with III or the IoT SI system cultivated together with ITRI.
Ke-Chen Liu further referred that in order to expedite the formation of the third wave revolution, it is expected that the government, research organizations, and business enterprises could get rid of previous constrains and mutually invest and cultivate insightful and innovative companies focusing on system integration so as to collectively reconstruct new eco-chain, formulate the latest government policies and industrial rules, speed up the development process of Cloud Service and Big Data Platforms so that these platforms could be easily accessible and applicable for general public, and further establish and consolidate the status of Taiwanese industries in the global IoT era.
Fair Friend Group Industry 4.0 Division General Manager Jen-Hung Ma showed clearly that Fair Friend Group, ITRI, and III have cooperated in three different intelligent software and hardware integration projects. The first one is the EU 5G plan which has now got funding from EU. The second one is the IoT network platform which is able to connect machine tools and robots with the network system and standardizes the process so that in the future, all machines and equipment linked to the platform could "speak the same language" so as to create wonderful results resulting from integration. The third one is the AI 3D visual technology developed with ITRI. Jen-Hung Ma mentioned that in old days, Fair Friend Group sold machines one by one. In the future, after collaborating with ITRI, and III, Fair Friend Group will export intelligent factories, not just a single machine tool. He also expects that Fair Friend Group could one day become a service provider contributing professional services to intelligent factories.
ASE Group Senior Vice President Kuang-Chun Chou indicated that if a company wants to compete, it inevitably has to be in the front. With the assistance from ITRI and III to integrate software and hardware, participating firms in the industry not only could save a lot of time and increase their technological capability but also could stimulate the firms to go further transforming low value added works into high value added jobs. Take the die bond process from ASE Group in the packaging and testing industry for example. By working with III, the teams of ASE Group were able to load data from machines to computer servers and conduct immediate analyses. Accordingly, the efficiency of the die bond process increased by 3%, which is especially significant in the packaging and testing industry.
There were also 12 front-end intelligent technologies presented to the public, from three main schemes- intelligent manufacturing, smarter commerce, and intelligent agriculture. These items collectively represent the resolution of the government to assist the upgrading of Taiwanese industries, including IoT PaaS Common Communication Software Platform, Streaming Analytics System for Manufacturing Performance Monitoring, Smart Glasses Industrial Solution, In-Snergy IoT Platform, Smart Agri-management Platform(SAMP), Say It Loud Competition, Fishing Interactive Board, Facial Recognition interactive board, Virtual Shelf, VLC, and Hi Magic Purchasing Stick, etc.
