發行人的話
在同仁們孜孜不倦地努力下，資策會不斷致力提升我國資訊國力、推動我國資通訊產業發展，到今年已經走過了29年；在歡慶資策會週年慶之際，本刊將對資策會的過去和未來作一回顧與前瞻。
成立29年來，資策會即以「資訊化社會推手」為己任，對國人資訊知識的推廣、資訊人才的培育、資訊應用的普及乃至資訊產業的發展，確實作出了具體貢獻；今天台灣的資訊國力已經與先進國家並駕齊驅，根據世界經濟論壇(WEF)公布2007到2008年各國網路整備度評比，台灣排名世界第17；而國際電信聯盟(ITU)的數位機會評比，我國從2006年的全球第10，提升到2007年的第7；至於電子化政府的表現，我國則連續6年榮登美國布朗大學全球評比的前5名。而台灣資訊工業的快速發展，更早已成為全球資通訊產品的主要供應國；在這些成就中，都可以看見資策會的投入與努力。
《Intelligent times》本期特別檢討回顧資策會曾經協助政府開發過的許多民生相關大型資訊系統，例如銀行自動化系統、全國戶役政資訊系統等；這些系統的成功開發，對我國資訊應用乃至資訊化社會的發展，功不可沒；此外，資策會並協助中華軟協完成資服業承包政府機構之「資訊軟體計費要點」及「資訊軟體業專長分類分級要點」，為我國資訊服務業的發展，奠下了良好的基礎。
然而環境變遷快速，近年來由於全球化與知識經濟的挑戰，資策會面對了各界更高標準的要求與期許，因此資策會乃積極求新求變，以踏實的作為，充分展現應變與創新的決心，從基礎體質、核心能力著手，不斷地強化制度彈性與專業能力，以能持續不斷地為台灣資訊化社會建設，作出具體貢獻。
在此同時，我們也期許資策會百尺竿頭，繼續努力，共同為我國的下一波經濟發展，開創亮眼新局。
Thanks to the unstinting, tireless efforts of its staffs, the Institute for Information Industry has established a record of 29 years’ continuous service in helping Taiwan to strengthen its information technology capabilities and promoting the development of the information industry. To mark the 29th anniversary of the III’s founding, this issue of Intelligent Times presents a retrospective of past achievements, together with an overview of the III’s plans for the future.
In line with its mission of supporting the development of the information society in Taiwan, over the last 29 years III has made an impressive contribution towards spreading awareness of information technology among Taiwan’s citizens, cultivating IT talent, promoting the adoption of IT applications, and furthering the development of the information industry. Today, Taiwan possesses world-class IT capabilities that are in no way inferior to those of the advanced nations. In both 2007 and 2008, Taiwan ranked 17th in the World Economic Forum’s global e-readiness rankings. In the Digital Opportunity index published by the International Telecommunications Union (ITU), Taiwan moved up from 10th place in 2006 to 7th place in 2007, while the Center for Public Policy at Brown University in the U.S. has ranked Taiwan among the top five countries in the world in terms of the level of e-government for six years in a row. As a result of the rapid development of the information industry, Taiwan has for many years now been one of the world’s leading IT hardware producer nations. All of these achievements are partly attributable to the hard work and dedication of the III.
This issue of Intelligent Times includes a special report on the many large-scale information systems (all of them intimately connected to the daily lives of Taiwan’s citizens) that III has helped the government to establish over the years, including banking automation systems and the national household registration and military service registration system. The successful development of these systems made a major contribution towards the widespread adoption of IT applications in Taiwan, and towards the development of the information society. III also assisted the Information Service Industry Association of the R.O.C. (formerly the Software Association of the R.O.C.) in the drafting of the Guidelines for Software Pricing and Guidelines for Software Firm Classification, which were formulated to support participation by Taiwanese software firms in government tenders. These Guidelines helped to establish a solid foundation for the ongoing development of Taiwan’s information services industry.
Faced with a rapidly changing environment – including the impact of globalization and the challenges posed by the emergence of the knowledge economy – III has had constantly set itself new targets and raise the bar against which it measures its own achievements. Today, III continues to evolve and innovate in response to new needs. While maintaining strong foundations and core competencies, III is constantly working to develop new specialist capabilities and to maintain a high level of flexibility, so that it can continue contributing to the growth of the information society in Taiwan.
III will never remain content to sit on its laurels. We will continue our efforts to support a new wave of economic growth, and to create a brighter future for Taiwan.
