Position
In order to actively promote national cyber security policy, speed up the establishment of national cyber security environment, and enhance national competitiveness, the Executive Yuan approved "Developing a National Information and Communication Infrastructure Security Mechanism Plan (Phase 1:2001-2004) " based on the resolution of No.2718 Cabinet meeting in January 2001 and formed “National Information and Communication Security Taskforce, NICST”. Shortly after NICST was established, “National Center for Cyber Security Technology, NCCST” was set up in March 2001 to assist NICST promote cyber security protection mechanism and provide technical services to government agencies, including prior-incident security protection, during-incident early warning and responses, and post-incident recoveries and forensics. CCS was established for assisting NCCST to execute its core missions as follows:
1.Research and consult regarding cyber security regulation, standard and guidance; research and analyze overall cyber security threats trends to grasp current cyber security risks and protection methods to complete national cyber security infrastructure environment.
2.Develop government cyber security governance maturity model; establish big data analysis capabilities and strengthen cyber security joint-defense monitoring of government agencies.
3.Plan and promote overall cyber security protection for government agencies. Establish all-round comprehensive cyber security defense mechanism.
4.Promote national-level joint-defense system, establish cyber security information sharing mechanism, maintain and operate National- Information Sharing and Analysis Center (N-ISAC), National- Computer Emergency Response Team (N-CERT), and National- Security Operation Center (N-SOC).
5.Assist government agencies to deal with cyber security incidents, and strengthen emergency response and recovery capabilities. Hold cyber security exercise, together with cyber security audits and technical inspections to enhance cyber security protection, monitoring, early warning, management, incident report and emergency response for government agencies.
6.Promote cyber security protection for critical infrastructure. Establish national-level cyber security risk assessment mechanism.
7.Plan government cyber security development blueprint, execute training assessments, and continue to incubate cyber security professionals to reinforce national cyber security awareness.
8.Promote cyber security academic and research cooperation. Facilitate international cyber security cooperation and experience sharing.
