Introduction / Background:
The digitization of documents exchange and management for Taiwan government agencies is the foundation in enhancing administrative efficiency, thus e-Document system design and implementation is one of the important issues for e-government. Afterwards, the promotion and deployment will follow as the government infrastructure improve, until all governmentdepartments and agencies have joined the project to create the greatest benefits of e-Document exchange inter government agencies. After the completion of government-departmentdeployment, this project can then be promoted to private enterprises and organizations to join for common use of this system. At this point, public administration process is now extended to the private sector, hence enhancing the overall competitiveness of the country. With the rapid development of information technology, the information knowledge and degree of application of the general citizen will also gradually increase. As the enterprise participation rises government may promote this system to citizens. That will improve the overall competitiveness of the national information technology.
The Electronic document exchange has been a great step forward in the modernization of official document processing. Beyond heralding the emergence of computers and the Internet, this advance also signifies that the pens, paper, and other office tools long used by civil servants have been replaced by the computer mouse, screen, and printer. This is a symbol of the sweeping changes that have been made in government operating procedures.
This project is aimed at automation and standardizing the government inter-agency e-Document flow for Saint Lucia. By laying a sturdy foundation for E-government, electronic document exchange will bring Saint Lucia, our sincere ally, to the new era of digital administration.
Issues that need to be solved:
- Improve operational efficiencies within and among government agencies through proper document handling management and streamlined process flows.
- Increase service delivery and reduce transaction costs through provision of secured user capabilities.
- Improve document confidentiality, integrity and to enhance government accountability through non-repudiation for agencies.
- Increase service quality through provisioning of real-time tracking and reducing bottlenecks of internal processes.
- Reduce wastage associated with paper files
Objectives:
The overall objective of Saint Lucia Electronic Document & Records Management System (EDRMS) Development Project is to provide the public servants of Saint Lucia an effective and reliable tool platform, so that documents exchange between agencies can be faster and secure, and document processing within organization can be more efficient and easy to track. With incorporation of the system, it is expected that the government of Saint Lucia will be transformed into a more efficient and competitive in administrative operation.
