New |Innovative and autonomous technology ( transmission speed up to 200Mbps/ 30KM/ 3 mode communication), integrated internet management technology
Impact |Create new value for policy agency and take care of the tribes in real actions.
Key |QoS control system for mobile video, high anti-interference for adjacent frequency, and cultivation for system integration supply chain
Evidence | “Smart Police Agency Technology Defense Web” has been available for remote tribes’ wireless communication. Equipped with signal amplifiers, clinic vehicles touring on the meandering roads in Fu-Sing Township’s back mountains in Taoyuan District bring medical care to Ye-Heng Tribe, Sue Bu Nar Tribe, and Upper Baling Tribe. This means the internet connection from the back mountains of Taoyuan Fu-Sing Township to the rest of the world has entered into a new era.
There are about 1000 households in the back mountains of Fu-Sing Township and the population of the town is around 2,900 persons who live scattered in different villages. There are normally one to several hills to climb between villages. From the back mountains to the clinic at front, it takes 1.5 hours for driving or 5 to 6 hours for walking. The youth of the village leave their home town to the cities to make a living so that most people in the village are the elders and children. Since the lack of medical resources in the faraway villages, the government sends clinic vehicles touring these places and provide necessary medical assistance in the hope to take care of the citizens in the remote areas.
Nevertheless, in the more complex cases, patients must go the clinic down the mountains for various checkups such as X-ray, electrocardiography, and a variety of pathological examinations. While they are back in the mountains, doctors touring with the clinic vehicles need internet access to get related information from long distance for diagnosis. Since there is no optical network and the penetration rate and coverage rate of wireless internet are low, it is extremely difficult for doctors to acquire patients’ medical records instantly.
The implementation of i-Tribe project provides digital development opportunities In 2013, by the coordination of San-cheng, Chang, Vice Premier of the Executive Yuan (Minister without Portfolio at the time), the government launched i-Tribe project and started a new page for the development of wireless network infrastructure in the tribes.
III applied Global R&D 100 Award technology “BestLINK Exclusive Wireless Network Mobile Monitor Control System” providing new broadband wireless network experience and digital development opportunities for remote tribes by means of its distinct characteristic able to instantly construct an exclusive wireless network. Fu-Sing Township became the first remote tribe to have broadband wireless network application service.
“BestLINK Exclusive Wireless Network Mobile Monitor Control System” applies Super WiFi wireless transmission technology so that its signals can reach as far as 30 kilometers. Because of the high efficiency and stable quality of the transmission, video, information, and voice data can be transmitted instantly. Super WiFi exclusive network is movable. While installed on touring clinicvehicles, the system can transmit signals functionally at high moving speed up to 120km/hr. The police currently adopt the system for instant communication, data collection and gather excellent results.
Construct Internet Infrastructure and Narrow the Gap between Rural and Urban Areas The i-Tribe project includes the“345 action plan” which means to complete exclusive wireless network in “3” back mountain tribes, to provide “4”prerequisite application services, and to finish this plan within “5”months. These 4 services are as follows: distant mobile medical care, distant online learning and digital learning companion, intranet high quality TV, and broadband public network. On 23th December, 2013, these 4 services were available so that the elderly of Baling Tribe can directly go to the temporary clinic -Sacred Tree Restaurant for diagnosis, doctors can get access to medical records and various diagnostic results instantly with the help of the Internet, and students can go online and download learning resources recommended by their teachers. Dr. Chun-Hsiung, Ko at local health bureau said, “Things are improving a lot after iTribe. I am talking especially about image transmission as well as information accessibility…It is really helpful and time-efficient. ”The elderly and kids can communicate with their children and parents through smart phones and tablets with the help of the Internet whether for the purpose of consolation or updating the latest situation of each other.
Not long ago, the expensive online service fee was a burden for the inhabitants living in the mountainous tribes. Band width became the bottleneck of serving the net. Since “BestLINK Exclusive Wireless Network Mobile Monitor Control System” can narrow the gap between the tribes and cities, III will establish the technology at remote areas in Taiwan under the support of Council of Indigenous Peoples.
