Nantou County Government Hands in with Ministry of Economic Affairs to Establish a New Paradigm for Innovative Teaching, allying all Elementary Schools in Taiwan to Form an alliance for creative i_Generation Learning

To enrich the learning resources in remote rural elementary schools, various city or county governments actively promote campus innovation and transformation. Since 2014, Ministry of Economic Affairs has launched i-campus and starting from last year, it promoted the well-known teachers sharing program by III's elementary school alliance interactive live streaming service. Meanwhile, Ministry of Economic Affairs simultaneously launched campus joint operation program in the hope that the joint operation model practiced by various elementary schools collectively could be a paradigm to be introduced to other areas such as the north, middle or south of Taiwan so as to develop fair priced and high quality i-campus service.
In 2016, to promote the cooperation model, Elementary School Alliance took the approach addressing on the collaboration with county and city governments and started the first project with Nantou County Government. On 24 March, Nantou County Magistrate Lin, Ming-Chen held the press conference for "Creative Learning i-Generation- Elementary School Alliance" Nantou County Innovative Teaching Launching Project. The event invited numerous guests to be present including Vice Minister of Ministry of Economic Affairs Shen, Jong-Chin, Director, Department of Information and Technology Education, Ministry of Education Li, Tsai-Yen, Chief Secretary of K-12 Education Administration, Ministry of Education Wang, Chun-Cheng, Chief Secretary of Industrial Development Bureau, Ministry of Economic Affairs You, Chen-Wei, President of III Chang, Jin-Fu, Executive Vice President of III Ho, Pao-Chung, Vice president of Digital Education Institute of III Tsai, Yi-Chang, Intelligent Learning Industry Alliance President Hong, Li Ping, Dean of College of Science, National TaiChung University of Education Wang, Hsiao-Shen, Director of Department of Education, Nantou County Government Pong, Ya-Ling, and the representatives from 15 Nantou County schools. These guests collectively promoted innovative learning topics for 4 coalitions across 7 counties and 15 schools and integrated resources from industry, academic, and government so as to deepen and broaden the services of Elementary School Alliance.
By live broadcast, the organizer of the press conference presented to the public distant international English courses between the Philippines and Taiwan. Ming Tan Elementary School from Taiwan introduced tea culture and gave war drum performance. The kids from four elementary schools (Manila Cathedral School, Tondo High School, Holy Child Catholic School, and Amado V. Hernandez Elementary School) sang songs together with the children at present and gave special music performance by mortars and pestles with the students from Der Whau Elementary School by Sun Moon Lake, dancing in traditional Thao steps. The students from Yong-Le Elementary School, Da Cheng Elementary School, Ming-Tan Elementary School are invited to the press conference. They competed with each other in a car racing game while all of them wore EEG helmets by which information about their concentration could be detected and recorded.
Nantou County Magistrate Lin, Ming-Chen indicated that Nantou County had an excellent performance on the application of mobile learning devices. It expected that the problems regarding the lack of mother tongue as well as foreign language teachers could be solved by advanced technologies which connected foreign and local students as well as teachers and formed a solid coalition cross various schools so that students can train themselves to use a second language introducing famous local attractions and cultivate their ability guiding foreign visitors. By live broadcast of the languages of new residents and aboriginals, it is possible for students and teachers in long distance to talk to each other online. Moreover, by live broadcasting of mobile and digital reading, students could learn from well-known teachers even though they are far away. In terms of learning efficiency, they can learning much better so that it is possible for them be more competitive in the future.
Shen, Jong-Chin, Vice Minister of Ministry of Economic Affairs, indicated that this activity specifically took "Creative Learning i-Generation- Elementary School Alliance" as its main topic. In the exhibition, real cases in remote elementary schools were presented that the firms in the industry and government integrated resources available and applied mature information and communication technologies to assist Nantou Country make the original plan a reality. Over the years, the project has integrated the resources from more than 30 businesses whose fields include digital learning, digital publishing, smart teaching aids, international language teaching, and interactive live broadcasting etc. The model addresses on the sharing of teachers, the collaborative learning between students, and the collective use of administration resources. For the reason, it is possible that the service of mutual learning across elementary schools in remote areas can be further developed so that the students in these schools can have the chance learning from well-known teachers with excellent teaching expertise.
Chang, Jin-Fu, President of III, expressed in his speech on March 21th that since he had been the principal of National Chi-Nan University for 7 years so that had a special intimate feeling about Nantou Counry, he specifically recommended the schools in Nan Tou County such as Tao-Yuan Elementary School and the others to join alliances like the mobile collaborative reading alliance. Thanks to the long term support for the elementary school alliance from Industrial Development Bureau, Ministry of Economic Affairs, in the future, III will integrate more newly developed industrial technologies and resources from Ministry of Education to make school teaching much more creative. It is believed that III will bring new momentum to Nantou County in the field of creative learning. Working collaboratively with local principals, parents, and gentry, III will make the schools in Nantou County the new paradigms for future schools.
This year, there were a large number of schools participating in the elementary school alliance such as the 15 elementary schools from Nantou County including Der Whau, Yu-Ying, Da-Cheng, Pu-Li, Nan-Gwang, Chung-Feng, Tou-Shie, Ming-Jian, Yong-Le, Guang-Rong, Ming-Tan, Siou-Lin, Rui-Tian, Tao-Yuan, and Li-yu, the 8 schools from Miao-Li County including Chiao-Lo, Da-Nan, Jing-Shan, Wu-Gu, Ding-Pu, Chi-Ming, Tong-Guang, Tai-An, the 3 schools from New Taipei City including Mi-Tsang, Chang-Keng,Yong-Ding, and Weng-Yuan Elementary School from Kao-Hsiung City as well as Evergreen Lily Elementary School from Ping Tung County.
In the future, III will work with Nantou County on a long term cooperation basis to continuously promote creative teaching as well as school innovation management. At the same time, III will integrate various services provided by more than 10 businesses in different fields including Mitac, AVer, Polycom, Yuan-Liou, Sharp Point, LiveABC, Knowledge Universe Technology, Alchemy Technology, Ace-Bike, Smart Seed, etc. It is expected that the services will be available in 5 other counties and be provided for tens of thousands of teachers and students from more than hundreds of schools in rural areas before the end of this year. Therefore, a new era of creative learning is coming for the i-Generation.( *Note:"i-Generation" refers to "innovation Generation". )
