Asia Pacific ICT Alliance Awards (APICTA Awards), the most influential technology award in Asian Pacific region, was announced on January 5th, 2017. [Note]
Bolstered by Department of Industrial Technology, Ministry of Economic Affairs, the team of "An eXcellent Smart Parking Solution" from III Smart Network System Institute (SNSI) successfully stood out from the other 238 teams from 16 countries in the Asian Pacific final and won the Communication Application Merit of 2016 APICTA Awards.
"An eXcellent Smart Parking Solution" is a self-developed technology presented by III SNSI, which applies "Intelligent Sensor" and "Indoor Dynamic Positioning" as two major concepts to further strengthen the technologies and crate innovative applications. Meanwhile, the solution utilizes various communication technologies to connect numerous software and hardware devices in the area. By providing central intelligent control for the applications on different vehicles and presenting customers innovative services, the goals to increase the operation efficiency of parking lots and customer satisfaction could be easily achieved.
The solution has been successfully introduced into 6 keynote parking lots and has attracted investment from management teams of international parking lot conglomerates. It is expected that in 2017, there will be more parking lots adopting the system and software and hardware industry participants will cooperate with each other to enter the Asia market. The core technologies of this project has acquired 4 international patent certifications and won 2016 Golden Thumb Award, which is the highest level award for Public Private Partnership (PPP) on Public Infrastructure.
Currently, large and middle sized parking lots heavily rely on labor management with the problems such as high cost, unstable service quality, inefficiency, miscalculation in the process of cash collection, etc., so that it is not possible to integrate the systems of different parking lots not to mention the optimization of resource allocation. In addition to problems associated with operation management, there are other problems what the customers concern highly. Frequently, customers waste a lot time and gasoline just to find an empty space. Furthermore, it is not uncommon that vehicle owners could not find their cars while leaving parking lots. During the rush hours, there are always long queues in front of entrance or toll machines. What is more frustrating is that while having no change, a customer needs to go to the control room, which is usually located in a long distance, to solve the problem. Last but not the least, some customers are also bothered by the problem that there is no instant approach asking for professional assistance when their cars are stolen.
The team of III Smart Network System Institute has long devoted to the domain of Vehicle Information and Communication, accumulated multiple years of research and development experience in outdoor positioning, and simultaneously completed technology transfer to well know navigation enterprises. Since 2015, with the emerging market demand, the team further developed advanced functions of the positioning and navigation engine so as to integrate information and communication technologies such as RFID, Bluetooth, 3G/4G, and WIFI. Additionally, the system is also compatible with newly developed software and hardware systems such as eTag, Beacon, IP camera, and cell phones. It is actually the innovative realization of IoT in parking lot application domain, which stands out from other systems presented by competitors in the field.
The project utilizes exclusive self-developed "Precise Positioning Dynamic Navigation Technology" to form the unique PDR technology, which integrates magnetometers, accelerometers, and gyroscopes as well as executes the positioning process by adding the calculation data in associated with the intelligent induction between Beacon and cell phone Bluetooth. By adjusting the coordination between the software and Beacon, the positioning bias of the system could be limited within the range of a few centimeters. As far as navigation is concerned, the system combines special route map design with instant route planning navigation engine and, even if dealing with the constraints of sophisticated areas, it could apply relatively fewer calculation resources to map out the best route without the need for cell phones to connect to the Internet. Through the guidance of the cell phone APP, customers could quickly find their cars in parking lots or lead them to the nearest empty spaces with respect to their locations.
In addition to basic car searching and parking lot seeking, the team further came up with considerate innovative applications for safety protection including those with instant positioning functions such as "Emergency Rescue" and "Vehicle Theft "Protection". The two functions are among the pioneer applications seen in parking lots. While facing temporary emergency situation such as blocked roads and physical discomfort, users could push the emergency buttons on their cell phones so that the staffs in the management center could immediately figure out the location and send out a rescue team. To prevent their cars from theft, monthly rent App users could lock their cars by the App installed on their cell phones. Once the locking command is transmitted and confirmed by the App, the server in the management center will connect to the recognition system at the entrances of the parking lot to execute access control.
So far, the system has been introduced to its first application field at Banqiao train station underground parking lot. Because of the excellent outcome, it becomes the demonstration case for observers from various fields. Representatives of domestic and foreign parking lot enterprises pay visits continuously and there are even owners of foreign conglomerates coming to negotiate possible investment as well as extend the solution to Japan, Malaysia, and Singapore. Domestic firms in parking lot business further introduced the system to the parking lots in the northern and middle parts of Taiwan. Currently, there are 6 parking lots equipped with the solution package.
What is worth mentioning is that the core technologies of the solution package has won 2016 Cloud IoT Innovation Award and also acquired 4 international patents from the Netherlands, the United States of America, Taiwan, and China. The demonstration case at the parking lot of Banqiao train station also won 2016 Golden Thumb Award for the developers. Looking into the future, III expects that with the recognition of APICTA Awards, their plan to enter the global market could be accomplished smoothly. In its next steps, III plans to integrate emerging technologies to provide more advanced solution packages, boost international investment, and facilitate industry upgrade. Besides, III will extend the possible forms of application of the accurate navigation system to meet the market demand in the fields such as malls or hospitals.

The Asia Pacific ICT Alliance Awards (APICTA Awards) is the most influential industrial information and communication technology competition in the Asian Pacific region. It is also well acclaimed as the Oscars of information and communication industries in Asian Pacific areas. The goals of APICTA Awards include both to facilitate the regional cooperation and development of information and communication industry in the region and to close the information technology gap in different areas. It is expected that the event could bring about idea exchanges between various countries and inspire innovation and creation capability among each participant in this competition. Currently, the number of association members reached 20 economic entities, including Australia, Brunei, China, Hong Kong, India, Indonesia, Korea, Macao, Malaysia, Myanmar, Bengal, Nepal, Pakistan, the Philippines, Japan, Singapore, Sri Lanka, Thailand, Vietnam and Taiwan.
