The 22nd World Congress on Information Technology (WCIT 2018) was held from February 17th to 24th at the emerging technology city of Hyderabad in India. Recommended by the Department of Industrial Technology and Industrial Development Bureau, Ministry of Economic Affairs, as well as Information Service Industry Association of ROC (CISA), III Digital Education Institute gained the First Prize in the category of "Outstanding Digital Opportunity" by "Smart School Alliance" and III Smart System Institute was awarded the First Prize with the "Mobile Excellence Award" category by "An eXcellent Smart Parking Solution". Additionally, "Remote Virtual Reality Immersive Platform" and "DIGI+ Talent Project” developed by Digital Education Institute of III were also bestowed Work of Excellence within the categories of "Outstanding Public Service" and "Sustainable Growth". Easier for Cross Region Car Parking and Finding, "An eXcellent Smart Parking Solution" Gains the First Prize of "Mobile Excellence Award".
III Smart System Institute self-developed "An eXcellent Smart Parking Solution" applies two technologies "Smart Sensing" and "Indoor Dynamic Positioning Navigation" as its main focuses. By adopting various communications technologies to connect each hardware and devices in the field and providing innovative services, the system integrates a variety of functions and wraps them up as a mobile APP. Its functions and services include providing available parking spaces, parking location inquiry, route planning, dynamic navigation, emergency assistance, member anti-theft parking, and online payment, etc. It is the first smart network multidimensional parking service system that simultaneously takes consideration of convenience, security, and energy efficiency. In recent years, the system upgrades to "X-Parking 2.0" which adds the functions like cross region integration of indoor and outdoor navigation services as well as parking lot 3D dynamic navigation system. "X-Parking 2.0" also connects to the applications calling for shuttle buses outside the field to make the overall service more convenient and friendly.
The original version of "An eXcellent Smart Parking Solution" has successfully been implemented in 7 indicative parking lots, including the parking lots of Banqiao Station, National Taichung Theater, Taichung International Airport,Xinchuang Sports Park, etc. The new version X-Parking 2.0 also has been installed in several new fields. By the connection between the beacon and cellphone blue-tooth, the system also integrates Pedestrian Destination Prediction (PDR) technology and multiple algorithms so as to increase the accuracy and expand the applicable field of the indoor navigation system. After winning APICTA Awards in 2016, this is the second time that X-Parking research and development team could successfully stand on the global stage and win glory for Taiwan!
In terms of navigation, with X-Parking specified design of road network and multiple model navigation engine technology, users could easily choose the optimized route or barrier free route. Led by the cell phone APP, car owners could instantly find their cars in the parking lots or be able to discover the nearest empty parking space. The other security and protection innovative applications like "Vehicle Anti-theft" are also listed in the popularity chart. Monthly rent users can lock their cars through the cell phone APP which is connected to the host machine in the control room where car control staffs could be provided with necessary information to prevent cars parking at the site from being stolen. Additionally, the function "Emergency Assistance" is developed to offer necessary assistance to those facing unexpected emergency circumstances. By pushing the button in the APP, the control center could be informed the location of the ones calling for help by the signals sent from the beacon and dispatched rescuers immediately.
X-Parking solution package innovates continuously. In addition to indoor navigation, it can also be used to check users' parking locations in outdoor parking lots. In 2017, the system was not only introduced to the parking lots of Erchong Floodway and those near each station of Taoyuan Metro, but also integrated associated parking information as well as the information of neighborhood shopping district. After parking their cars, users can walk around with sufficient information and bring about business opportunities to the district as well as promote the growth of local consumption. AR interactive application functions are installed in parts of the attractions to enhance the pleasure of the trip.
III Smart System Institute Director Pei-Sun Liu mentioned that in 2018, some innovative breakthrough functions will be launched such as cross region indoor and outdoor navigation functions, parking lot 3D dynamic navigation, and outdoor accurate navigation parking, etc. In the future, the system will be introduced to organizations like hospitals and museums and also concatenate with shuttle bus information to provide more applicable functions. While unique algorithms are adopted, the accuracy of positioning is dramatically increased. At the same time, III will continue to strengthen the positioning technology and try to apply it in the positioning of indoor personnel in various fields. "Remote Virtual Reality Immersive Platform" constructed by III Digital Education Institute gathers people from various communities and common interest groups to collectively develop content. Stressing on the collection of various remote experiences and the reconstruction of such experiences in one solid space to reduce carbon footprint and emission, the platform assists users experience at one site the life of indigenous communities in remote areas, exhibitions of museums, and scenery of outlying islands, etc. so as to reduce environmental impact created by actually visiting the scenes. Because of the environmental friendly perspective, the platform won the Work of Excellence of WITSA Sustainable Growth Award.
The platform is constructed by HTC Vive and Photontree Cardboard halmet VR to facilitate the overall system upgrading in domestic VR application market. "Remote Virtual Reality Immersive Platform" chose the long and narrow terrain of Hua-lien and Tai-tung County as the experimental verification field and integrated systems such as "Fu-li VR360 Sightseeing Experience", "Museum Prehistoric Bei-nan VR Touring", "Green Island VR Sightseeing and Ecological Education Experience" as well as the system for test training like "Judicial Interpretation VR Simulation Teaching and Testing System" and for sports like "VR Kayaking Experience".

DIGI+ Talent Project Cultivates Digital Economy Cross Domain Industrial Talents.
In accordance with DIGI+2025 launched by Executive Yuan, DIGI+ Talent Project focuses on five main topics: Strengthening the connection between the academics and industries, targeting the development requirement of digital economy, Innovating internship mechanism in colleges, integrating the research and development legal entities which execute various government technology projects, and providing participating opportunities with regard to cross domain digital project on practical special topics.
Supported by Industrial Development Bureau, Ministry of Economic Affairs in 2017, the project selected 359 interns recommended by 61 universities including National Taichung University of Science and Technology, National University of Tainan, Chang Jung Christian University, Tatung University, National Taitung University, and National Dong Hwa University, etc. Additionally, among the interns, 54 percent of them are of non-information background. By inviting 16 legal entities such as Footwear & Recreation Technology Research Institute, Metal Industries Research and Development Center, Taiwan Textile Research Institute, Industrial Technology Research Institute, and Institute for Information Industry, as well as 123 industrial mentors offering practical guidance, the project came up with more than 200 solid topics attracting 71 enterprises to provide internship opportunities or ask for more information about specific requirements.
The main targets of the project are students approaching the start of their careers from juniors to postgraduate students. In order to meet the demand for cross domain digital talents, the project integrates resources, venues, and associated scientific researches of various domestic research institutes and legal entities to cultivate workplace new comers and strengthen their professional skills so as to narrow the gap between theory and application. Moreover, by opening the learning opportunities to the public, the project could act as the platform for industrial talent cultivation.
III Digital Education Institute Supervisor Chao-hung Liao further explained that there are many innovative mixed models regarding the cultivation methods of DIGI+ Talent Project including on-site group training, online live broadcasting, online social networking, on-site result presentation ,etc. The core of learning resources is based on DIGI+ Academy, which focuses on the applications of technologies as well as onsite model designs in five main domains: Artificial Intelligence, Data Science and Big Data, Internet of Things, Smart Content, and Internet Service/ Electronic Commerce. By 6P-4C cultivation model, the project provides solutions to practical problems in front of the related industries. The project can be called the beginning of cross domain innovative talent cultivation model for domestic industries. After launched for a year, it was recognized by judges, with great honor, to be given WITSA Public Sector Excellence Award. In the future, Digital Education Institute will dedicated more to the replication of such cultivation model and expand the scale to other focus groups so that this could be a paradigm for talent cultivation in Taiwan.
