The picture on the right indicates that the system warns a scooter rider that there is a vehicle coming from the left side through a RSU. The picture on the left shows that the system provides the traffic information before the rider approaches the intersection.
The smart transportation technology development capability of III has gained international recognition once again! With the support of the Ministry of Transportation and Communications as well as the technology special project proposed by the Department of Industrial Technology (DoIT), Ministry of Economic Affairs, the Scooter2Infra Safety System developed by III Smart System Institute (SSI), accompanied with the products presented by information and transportation giants such as AirBus, HP, and SoftBank, etc. won the Bronze Medal of 2020 Edison Awards, which is acclaimed with the reputation of `` the Oscar Award in the Innovation Domain''. This is also the second time that III received international awards after winning the WITSA Global ICT Excellence Award in 2019.
According to statistics, the penetration rate of Taiwan’s scooter is 67%, but the density of it is the highest in the world. Therefore, more than 75% of traffic accidents and casualties come from the accidents related to scooters, and more than 1,000 people die in scooter associated accidents every year. Although road design can improve traffic safety, it still cannot avoid accidents caused by man-made errors. Therefore, III has devoted to the research and development of the advanced warning system for the safety of scooter users, hoping to further expand the application of the car-based Internet of Vehicles technology to the groups of scooter users. III hopes to help motorcycle users to respond early in accordance with the road conditions ahead, and avoid falling or side collision accidents at corners or intersections due to excessive speed, so as to improve user behavior and reduce overall motorcycle accidents and fatalities. The "Scooter2Infra Safety System" is the world's first safety application system for motorcycles, and it has therefore been favored by many international judges.
III Smart System Institute Director General Ming-Whei Feng indicated that the most important factor that "Scooter2Infra Safety System" can stand out among many participating applications around the world is the care for "people" and the serious attention to the disadvantaged group in terms of transportation vehicles, namely the groups of scooter users. I-Heng Meng, the host of the Smart Transportation AI Technology Special Project and Deputy Director of III Smart System Institution, also mentioned that he has cooperated with scooter related industries and is expected to launch an advanced motorcycle safety warning system with artificial intelligence this year, which is expected to bring all-round safety protection to the vast number of scooter users in Taiwan and overturn the traditional scooter market to expand business opportunities associated with the Internet of Vehicles field.
III Smart System Institute has joined forces with the Taiwan Telematics Industry Association (TTIA) , National Taiwan University, and CECI Engineering Consultants, etc. to jointly develop the "Scooter2Infra Safety System". Based on enhanced active RFID, the system has developed smart Road Side Units (RSU) and On Board Units (OBU). By integrating RFID and multiple sensing devices with RSUs, such as radar devices and cameras, the system can detect vehicles and predict driving risks. Then, by using the LED warning signs on the RSUs, the system can send warning signals and information to scooter users, creating a low-cost, easy-to-penetrate V2I (Vehicle to Infrastructure) environment.
In addition to benefiting scooter users, through RSUs, the system can collect a lot of the speed data and driving trajectories of surrounding scooters. If the competent government departments combine these data with other sensors, LED warning signs, and other operating data, they can understand the changes of driving behavior at each intersection or any section. Further, they can compare and analyze the conflicting traffic flows and accidents to evaluate the degree of improvement before and after the system was installed and to provide a reference for future traffic safety improvement plans.
Since January 2018, the "Scooter2Infra Safety System" has been piloted in the three schools of National Dong Hwa University (NDHU), National Kaohsiung University of Science and Technology (NKUST), and Fo Guang University (FGU). More than 8,600 teachers and students installed OBUs on their scooters, and smart RSUs were installed at more than 50 accident-prone sections and intersections around the campus. This is also the world's first large-scale Vehicle to Infrastructure (V2I) solution for scooters in operation. Through field trials, it was found that the traffic accidents of Dong Hua University were reduced by 35%, and the traffic accidents of Fo Guang University were reduced by 50%. The numbers strongly showed that the system significantly improved the traffic safety on campus; In the future, with more results coming from field experiments, III hopes to introduce intelligent systems such as image recognition and deep learning systems so as to create a low-cost, high-safety transportation environment and enhance the industry overall research and development level of intelligent transportation in Taiwan.
