Over the years, III has assisted enterprises of Taiwan apply for policy encouraged government subsidies and launch the multinational partner platform, CONNECT TAIWAN, connecting innovative entrepreneurs with venture capitalists to facilitate fund raising at the beginning stage of a startup. To help the development of emerging industries, four incubation centers were established in Taipei, Kaohsiung, and Vietnam. III actively collaborates with organizations in the industry and the academia worldwide. To construct a platform for international venture capitalists, talents, technology developers and marketers, which leads the industry moving toward innovation development, III has launched CONNECT TAIWAN. The goal of the platform is to assist the government successfully operate the incubation centers that provide 6 major categories of services for the startup companies. These services include regular assistance, value added innovation, incubation networking, investment matching, and international cooperation. The efforts attempt to promote a modern, high-techy entrepreneurship atmosphere for the revitalization of entrepreneurial and innovative spirit in Taiwan. The objective of III is to help domestic enterprises to be international visible, to improve communication network, and to enhance the global competitiveness of Taiwanese businesses. The current key tasks and accomplishments are as follows: The operation of Nankang Software IncubatorCorresponding to the government’s national strategic project of software industry development, III accepted the commission of Taiwan government in 2002 to operate Nankang Software Incubation Center. By effectively utilizing the accumulated experience and resources in technology development, market intelligence, science and technology law, industry promotion, and professional talent training, III incubates emerging new companies with advanced technology and market development potential of IT Software, multimedia (digital content), embedded systems, network communication, e-Business, science and technology services and other application domains, and assists the existing software companies in the transition process of upgrading. According to the different development stages of a company, III comes up with s a complete incubation process to enhance the exuberant growth of the domestic software industry so that the industry can transform into a new and prosperous one. Typical duties include: the maintenance of facility and installation, administration management, technology research, product marketing and the alliance with various institutions for future development, business and law consultancy etc. By building up a diversified database, III is able to provide necessary assistance to enterprises with distinctly different requirements such as the latest IT software information, investment and financial loan, and consultancy services. The results of running the incubation center from the inception until the present are quite impressive. A total of 73 companies (41 of them are startup companies) has succeeded and 42 companies are currently undergoing the incubation process. The operation of ITeS Incubation CenterIT-enabled Service industry is at its preliminary stage in Taiwan. ISI selects specific emerging SMEs from the industry chain and provides companies with guide and service for the operational management process in accordance to the demands of the international market. The fields of incubation include digital content, manufacturing, finance, logistics, leisure entertainment, information, communication, medical care, biotechnology etc. In combination of incubation specialty, core capability of the companies, and industry/academia/research institutes’ resources, the center is capable of helping them through the process of transition or scalability, facilitating international development, and establishing a illustrative model for the new emerging service industry. The objective is to establish a prototype of incubation base in Taiwan for the advancement of the ICT industry and to create the Blue Ocean Strategy for Taiwan. At present, III has combined Nankang Software Incubation Center, Kaohsiung Software Incubation Center, Vietnam Incubation Center, and the ISI to assist and integrate all the rest of the incubation centers and institutions in Taiwan to form the network for information exchanging and experience sharing within the industry. In the future, III will continue to abide by government’s policies and assist the domestic industry to establish an industry cluster as well as to effectively create market opportunities in important cities such as those in PRC. The benefits of providing the New Generation Network Application and Innovative Service for the enterprises embracing global marketsIn 2007, III implemented the “New Generation Network Application Incubation Project”, which successfully promoted the new generation network innovative service and formed a creative cluster that offers through Taiwan network services. Thus, to establish a healthy incubation environment, III and Taiwan Internet Association constructed web 2.0 “Tri Networks Integrated Service Incubation Platform”, the sole service incubation platform combining mobile communication network, wireless network, and cable network, and incubated more than 60 newly created network services along the way. III collaborated with IDG Network in a DEMO Show and developed the “6-Minute Presentation Skill” to assist domestic companies to effectively present their specific products. In 2008, 5 innovative services incubated by the “New Generation Network Application Development Project” were awarded by the assessing committee of the DEMO GOD prize, and that of the 2008“Star of Innovation” in China. In 2009, III assisted the Taiwan Innovation Service Team go through the localization and globalization process and successfully obtained business opportunities in the international market. This example of Taiwan network service innovation opened the entry into the international market and created a brand new image for Taiwan globally. The construction of service platforms for high tech entrepreneurs and investorsWith the advent of knowledge economy and the trend of global competition, the performance of Taiwanese enterprises has surpassed what the government originally expected. In 2005, III invited 11 organizations to Taiwan such as ITRI, Biotech Development Center, Venture Capital Association of Taiwan, and other institutes to found CONNECT TAIWAN and acted as the secretariat. CONNECT TAIWAN is an international, innovative partnering platform which is among the Global CONNECT network based in San Diego, USA. Its main activities are centered on strategic alliance with venture capital, industry clustering, cross industry partnering including the selection of potential venture cases, offering well-structured mentorship programs, and the provision of consultancy services connecting local businesses to the global markets. Innovative entrepreneurs’ practical experiences are shared on the international platform for participants in the global markets, venture capitalists, or business partners. Up to now, CONNECT TAIWAN has established 4 divisionsrespectively in Taichung, Taoyuan, Yilan, and Hsinchu, and held more than 30 partnering forums annually with over 1500 participants from the enterprise and consultancy sectors. Through the platform, up to NT$4 billion venture capital funds have been raised. CONNECT TAIWAN has successfully improved the international visibility and the innovative image of Taiwan by offering Taiwan SMEs free international marketing and sales channels. In December, 2005, CONNECT TAIWAN sponsored the 3rd Annual Global CONNECT Conference in Taipei, which was the first time the conference was held within the Asian region. In 2008, 8 Taiwanese startups were given the Red Herring Asia 100 Winner Award with the assistance of CONNECT TAIWAN. The promotion of core competitiveness for the digital content industry and the software industry in southern TaiwanTo conduct the project of transforming Kaohsiung Software Park into an innovative science and technology development park in “i-Taiwan 12 construction plans” mapped out by the government, SMEA (SME Administration) of MOEA facilitated the economy and industry development of southern Taiwan, fostered particularly the relevant software industry clustering, and established Kaohsiung Software Incubation Center. III, which boasts of rich know-how and substantial industrial counseling experience, cooperated with SMEA to incubate the IT Software industry in the southern regions of Taiwan. The incubation domains of Kaohsiung Software Park include Digital Content, IT Software, Science and Technology embedded Service, and Mobile Service related to the industry. Kaohsiung Software Park and Nankang Software Park of Taipei together form the strong dual-core software incubation industry of Taiwan. . Moreover, responding to the current world-wide trend focusing on Cultural Creativity and Cloud Computing, Kaohsiung Software Incubation Center will abide by government policies and actively assist southern Taiwan industries go through the transition process of entering the Cloud Computing and Digital Content fields. Further, the center is obligated to facilitate the formation of the new industry cluster in southern Taiwan. At present, 14 companies have participated in the Cloud Computing R&D Project to expedite the clustering effect. Such effect will no doubt have significant and benign impact on the development of the IT industry in southern Taiwan.
