“Cross-strait e-Commerce Cooperation & Exchange Conference” Reached Investment Cooperation Consensus with 13 MOUs Signed

At the guidance of Commerce Department of MOEA, “Cross-Strait e-Commerce Cooperation & Exchange Conference” (Bridging Project) is co-sponsored and held by III, Taipei Chamber of Commerce, Chinese Non-Store Commerce Association, PRC Internet Association, Chinese Trade Service Association e-Commerce Committee, and Chinese International e-Commerce Center for 2 days, and was closed smoothly in Taipei Grand Hotel on September 12. More than 500 attendees from both sides of strait have participated with high enthusiasm. At the conference, the obstacles of cross-strait e-Commerce industry investment were negotiated and reached consensus in several issues. A total of 13 cooperation MOUs were signed by cross-strait enterprises and relevant business groups. Overall, the results of conference were brilliant accomplished that a new leaf for cross-strait e-Commerce cooperation is opened.
According to survey report of IResearch from PRC, the scale of e-Commerce Online Shopping in China has risen to RMB 1.3 trillion yen, equivalent of NTD 5.85 trillion yen, which is 8 time larger than Taiwan Market . For such tremendous market opportunity, Taiwan government promotes Chinese language e-Commerce relentlessly in the past years, and actively fostering cross-strait industry exchange events. The annual Bridging Conference of cross-strait e-Commerce cooperation was the fifth time, and the number of visiting delegates from China this year was the highest comparing to the past, a total of 116 Chinese e-Commerce attendees from high level enterprises and responsible position of relevant organizations came in person to the conference. Domains from cross-strait industry, government institute, and academia, through summit forum of bridging conference, closed door meeting, and opportunity matching meeting to achieve in-depth interaction and information exchanging. The cross-strait cooperation issues discussed in the morning session by participants include PChome US CTO, eBay regional director, VP of Fareastone & e-Commerce, and VP of Alipay Overseas Business Division. During the meeting different opinions and suggested were raised on e-Commerce cooperation for moving toward world market. Also, experience sharing at forum session joined by 13 enterprises allowing attendees fully understood the models and differences of cross-strait e-Commerce operation, as well as important insight of future trend.
On the issues of cross-strait obstacle and cross-strait service trade settlement, PRC agreed that Taiwan share holding rate could reach 55% of ICP operation license, which could try out initially in Fujian province. Such opening agreement has surmounted over share holding terms of WTO, or CEPA, and allowing Taiwanese businessman to increase control over implementing e-Commerce website in mainland China and reducing risk. The impending detail of application method, window for application, and qualified applicant were discussed in well relation to reach initial cooperation consensus.
Due to extensive scope of e-Commerce industry involvement, not only it has information flow, capital flow, and material flow, but also includes custom clearance, quality inspection; after in-depth communication and discussion by the cross-strait representatives at the Bridging Conference, both parties has reached consensus in obstacle issues of cross border trade in e-Commerce whereas the problems involved at different institutes of managing unit. For increasing efficiency of cross-strait e-Commerce cooperation, both parties suggested to elevate at higher communication level. Through official cooperation mechanism and expansion of higher level administration linkage and communication, both parties should be able to promote continuously toward a closer tie which is the foundation of long term cooperation in the future.
The other brilliant achievement of this year’s Bridging Conference is that a total of 13 cooperation MOUs signed by cross-strait e-Commerce enterprises and business groups – a strong practical willingness of cooperation. The MOUs signed include as follows:
Well known Taiwan Online Shopping brand-name “Tokyo Fashion” and “MasKingdom” signed MOU with biggest Online Shopping website www.meilishuo.com from mainland China. Through marketing platform of Meilishuo, Taiwan Online Shopping will expedite the expansion of mainland Chinese market for blue sea market opportunity of 1.3 billion populations.
Eastern Media International Corporation (EMIC) signed corporation MOUs with 6 different mainland Chinese firms: www.Mbaobao.com, www.okbuy.com, www.dapu.com, www.corp.ezcap.cn, www.meilishuo.com, and www.paidai.com of Beijing separately in expectation of expanding new territory through their well known online shopping marketing platforms in order to reach directly with consumers of mainland China.
Digital Education Institute of III, National Central University, and Fujian Normal University signed three ways cooperation MOU of enhancing e-Commerce, Cloud Computing exchange interaction, and to kick off talents training cooperation plan.
Chinese Non-Store Commerce Association signed corporation MOU separately with PRC Internet Association, Chinese Trade Service Association e-Commerce Committee, Wuhan e-Commerce Association (WECA), Zhejiang Province e-Commerce Promotion Association - a total of 4 MOUs. The cooperation will be focus on expanding e-Commerce talents training cooperation and enhancing the exchange of business matching opportunity, facilitating the cooperation of cross-strait e-Commerce talent professionals and capitals resource in close tie.
MOEA is hoping to solve industry related cross border obstacle issues through the consensus reached in this Bridging Conference, and also to provide more platforms with practical business cooperation opportunity to construct healthy environment for development, reducing obstacles for domestic vendor in advancing to market of mainland China. In particular, when we are facing an e-Commerce market scale of 8 times larger than Taiwan, we hope to create more advantage conditions for Taiwan vendor to be a strong holder of global Chinese language e-Commerce market, but also to inaugurate a new blue sea of e-Commerce market.
