With a beep and a swipe of the phone, one could easily complete the process of remittance. Nevertheless, do you know where the information is transmitted to and what purpose it is used for? In order to ensure the safety of people’s cross-border data transmission, under the guidance of National Development Council, the Institute for Information Industry (III) formally received the notice from APEC (Asia-Pacific Economic Cooperation) in June 2021 and became the first in Taiwan and the ninth in the world Accountability Agent (AA) for Cross-Border Privacy Rules (CBPR) system. III will assist domestic companies to implement privacy policies and obtain certification, and help establish a legal environment which protects privacy and is trusted by the society.
For a long time, III has cultivated Taiwan Personal Information Protection and Administration System (TPIPAS) and achieved fruitful results from implementation, which has been recognized by the National Development Council. To ensure the security of cross-border private data transmission of our citizens, III has started applying to the Asia-Pacific Economic Cooperation (APEC) since 2019, and was officially notified to become the CBPR Accountability Agent in June, 2021. Following the United States, Japan, Singapore and South Korea, Taiwan becomes the fifth APEC member economy with an Accountability Agent.
C.H. Cho, President of the Institute for Information Industry, also pointed out that with the help of emerging technologies such as big data, artificial intelligence and 5G, many digital business opportunities have been created, and application results have blossomed everywhere. However, the protection of data and privacy is an indispensable part of the development of the digital economy. After III obtains CBPR certification, it will be able to further facilitate the business development and data exchange of transnational commerce, enhance consumers' trust in cross-border data transmission, and assist companies in expanding international markets.
The application of digital technologies is like a double-sided sword. Although it brings convenience to the people, the "digital footprint" generated also makes your data and privacy invisible. In the process of digital development, how to ensure data and privacy security and enhance user confidence is the key cornerstone of future digital economic development and international economic and trade issues.
Therefore, on the basis of Taiwan Personal Information Protection and Administration System (TPIPAS), Science and Technology Law Institute (STLI) of the Institute for Information Industry will assist in the implementation of CBPR verification operations and combine it with APEC CBPR requirements, so as to help domestic enterprises comply with international privacy laws and enhance the international image of Taiwanese enterprises in the aspect of personal information protection, thereby increasing cross-border cooperation and attracting foreign investment in domestic industries.
